Jatiya Sangsad Whip Shamsul Haque Chowdhury alias ‘Bichchhu Shamsu’ allegedly grabbed a hill in posh South Khulshi area of Chattogram city by evicting the people living there.
While grabbing the hill, Shamsul, an MP from Chattogram-12 (Patiya) constituency, tortured the people living in their homes on the hill.
After grabbing the hill, they started to level it. Later, the Chattogram Development Authority (CDA) filed a case with Double-mooring police station in the port city following a complaint lodged by the owner of the hill.
But, the case didn’t come to the fore for the influence of Shamsul.
It is learnt that Shamsu, who joined Awami League from Jatiya Party at that time, had a greedy look on the hill owned by industrial group AK Khan Company in the posh South Khulshi area.
He used illegal tactics to grab and level the hill. After evicting the people living on that hill by his ‘terrorist’ group, they started to level it.
AK Khan Company lodged a written complaint with the CDA after failing to resist Shamsu and his accomplices. After receiving the complaint, then CDA Building Inspector Muhammad Abul Kalam Azad filed a case against Shamsu and his gang with the Double-mooring police station.
AK Khan Company Managing Director lodged the written complaint with the CDA on July 24 of the same year.
In the complaint, he said that according to the government policy, cutting of hills is prohibited in Chattogram city. But, the miscreants are illegally destroying the hill through cutting the soil from it.
They are levelling the hill despite bar from the security personnel and employees. The complainant accused Shamsu, Ahidul Islam, Hat-kata Mosharraf, Kana Selim, Moktar and Majid for cutting the hill in the complaint.
The then CDA Building Inspector filed the case five days after receiving the complaint on July 29 in 1999. Shamsu and five of his associates were made accused in the case.
The plaintiff in the case said that the miscreants were cutting the hill under Pahartali Mouza illegally without permission from the CDA.
The encroachers cannot be barred directly due to security reasons. It is being requested to arrest the miscreants to stop illegal hill cutting on an emergency basis, he said.
Preferring anonymity, a member of a family which was evicted by Shamsu and his accomplices forcibly, said, "Shamsu and his men unleashed brutal torture on the people living there to grab and level the hill illegally.”
All the people fled the hill after being beaten by the gang, he said. Another family also talked about the matter.
They still get panicked memorising the incident of the day..
Describing the horrifying experiences, they said Shamsu and his gang gave repeated threats to leave the house.
Since there was no other place to go, they ignored the threats and continued to live.
A nine-grader girl of the family was abducted by the gang members and threatened with rape if they don’t leave the house, they alleged.
“We left the house to save my sister later and didn't lodge complaint considering the matter of our safety,” said a youth of the family.
Authorised Officer of the CDA couldn’t be contacted over phone despite repeated attempts for comment.
