HC orders govt officials to take NOC from cabinet, finance ministries for overseas trip

The High Court has ordered government officials below the rank of joint secretary to take permission from the cabinet division and finance division apart from their corresponding ministries for making foreign tour.

A division bench comprising Justice Zubayer Rahman Chowdhury and Justice Kazi Zinat Hoque passed the order on Thursday.

The above order came following a writ petition filed in 2016 in connection with this issue.

Deputy Attorney General SK Shaifuzzaman said government officials below the rank of joint secretary must follow the order and they cannot make futile foreign visits at the cost of state money.

If permitted to make foreign trip, the government officials must report to the cabinet division and finance ministry stating outcome and expenditures after returning home, the court said.

Detailed observations of the court’s order will be available in full text of its verdict to be released in future.

The HC passed the order after rejecting a writ petition filed by fog light importer Jonny Corporation in 2016, challenging legality of confiscation of its bank security money Tk 28 lakh.

Bangladesh Inland Water Transport Corporation on (BIWTC) took the action as contractor supplied 10 ineffective fog lights imported from the USA in 2016.  The lights were imported to be used in the ferries.

An investigation shows that one BIWTC official, three shipping ministry officials and managing director of Jonny Corporation visited the light producing company country USA during summer instead of winter and they could not realise effectiveness of the fog lights.
