Syndicate grabbing land forging NID cards

A syndicate is selling the land of other people making national identity cards in the names of the real owners using poor people in exchange for money.

They manage to make the NID cards of the land owners with the help of some dishonest officers of the National Identity Registration wing of the Election Commission (EC).

Then they sell the land claiming them as the land owners, leaving the real landlords in great misery.

Many landlords are running after law enforcers and moving court to get back their property.

Contacted, Sarwar Hossain, assistant director of the National Identity Registration wing, told the Daily Sun that the server system has already been changed to thwart malpractices.

He added that many of their officers were brought to book for their involvement in the crime.

Stricken by poverty, octogenarian Ashraful Hossian Mia was struggling to get an old-age allowance card to receive financial support from the government. Taking his poor condition as a tool, former member of East Majampur Union Parishad in Kushtia Asadur Rahman Babu assured him of arranging such a card for him provided he applied to the National Identity Registration wing to have an NID card in the name of Abdul Wadud.

Being tempted, the elderly man agreed to his proposal. Then, the ex-UP member arranged a birth registration certificate and a UP chairman certification in Wadud’s name. Ashraful applied to the election office in Kushtia for having an NID card in Wadud’s name with the help of some dishonest officers of the election office and obtained it.

The ex-UP member managed the staffers in exchange for bribe.

But an investigation of the National Identity Registration wing dug out the scam, an officer of the Criminal Investigation Department (CID) told the Daily Sun, seeking anonymity.

He said Babu was leading a syndicate to grab the land of other people with forged identity cards.

He persuaded the old man to make the NID card in Wadud’s name to take hold of his (Wadud’s) land, said the officer.

Contacted, Babu denied the allegation and blamed one Nazrul for the offence.

According to the investigation report of the National Identity Registration wing, Ashraful is the son of Sharafat Hossain and Hamida Begum of North Mirzapur under Shailkupa in Jhenaidah and his NID No. is 19424418056066944. His date of birth is January 10, 1942. 

The NID card Babu pursued him to have reads: Abdul Wadud, son of late Abdul Hakim and Maksuda Khatun of Patikabari under Sadar upazila of Kushtia. The date of birth is July 3, 1959. The NID No. is 19595017988000003.

  As per the report, real Wadud got his NID card by using his right thumb and index fingers while Ashraful got the NID card in Wadud’s name using his left thumb and index fingers as the two fingers of his right hand were used to get his real NID card.

Earlier in 2018, the CID officer said, Babu along with his syndicate members persuaded one Mintu Khandaker to obtain an NID card in Wadud’s name. Mintu also obtained an NID card in Wadud’s name in the same way as Ashraful got.

Not only that, the syndicate persuaded five women to get NID cards in the names of the mother and four sisters of Wadud that year. The women also got NID cards.

Using the NID cards, Babu and his cohorts illegally got power of attorney of wealth worth Tk about 100 crore owned by Wadud, his mother and four sisters.

The National Identity Registration wing also uncovered the fact and locked the NID cards and suspended six staff and officers for their involvement in the scam, said sources in the CID.

 Of the land, the syndicate sold 22 decimals to one Muhibul Islam at Tk 77.20 lakh, but the market price of the land is Tk several crore, said the sources.

When he came to know about the scam, Wadud filed a case against 18 named and 10-12 unnamed people, including Babu, with Kushtia Sadar Police Station on September 7, 2020.

Harun-ar-Rashid, inspector of CID, Kushtia district, is now investigating the case.

Contacted, CID officer Harun told the Daily Sun that he would file a charge sheet in the case soon after talking to his senior officers.

About Ashraful Hossian, he said they arrested him recently and showed him arrested in the case.

Ashraful gave confessional statement before a Kushtia court, saying Babu persuaded him to get the NID card in Wadud’s name after promising to give him an old-age allowance card.

 The officer said some accused in the case gave confessional statement before the court, stating that Kushtia District Parishad Chairman Hazi Rabiul Islam was also involved in the crime as he took Tk 30 lakh from the syndicate.

 MMA Yasin, son of Wadud, told the Daily Sun that they also filed another case with a Kushtia court against the illegal power attorney and deed made by the accused.

“We’re now in panic about whether we’ll lose our property as the power of attorney and the deed the accused did are yet to be cancelled,” he said.

Altaf Hossain, a resident of Kamrangirchar in the capital, bought a piece of land at Madhubazar in Dhanmondi from Moktar Ahmed. After selling it, Moktar died in 2020.

Later, locally influential Mohammad Jahangir made a plan to grab the land.

He managed an elderly man named Abul Kashem of Dakkhinkhan and persuaded him to make a NID card in Moktar’s name. Jahangir managed two officers and a staff of Uttara election office to get the NID card.

After getting the NID card, Abul Kashem registered the land to Jahangir in exchange for money.

Later, Altaf filed a case with a Dhaka court to get back his land and the court cancelled the deed of Jahangir, said Altaf Hossain.

On behalf of the Election Commission, a criminal case was filed against Abul Kashem and the officers of the election office with Dakkhinkhan Police Station.
