No case can be filed under the Prevention and Suppression of Human Trafficking Act 2012 against manpower businessmen or recruitment agencies that will send workers with the Bureau of Manpower Employment and Training (BMET) card or BMET Immigration Clearance Card.

A decision had been taken in this regard in an inter-ministerial meeting on October 21, said Ali Haider Chowdhury, former secretary general of Bangladesh Association of International Recruiting Agencies (BAIRA).

According to the decision of the meeting, if an employee has a complaint against a legitimate recruiting agency, it must be addressed by the BMET first.

After verification and selection, if the allegation of human trafficking is found true or if the incident is a crime of human trafficking, BMET will submit a report to the police station concerned.
