Dhaka North City Corporation (DNCC) Mayor Atiqul Islam on Monday called for bringing an amendment to City Corporation Rules-2012 to empower reserved seat councillors.
“The City Corporation Rules of 2012, which deals with role, responsibilities and benefits of the councillors, curtailed the rights of reserved seat councillors to issue succession, citizenship and character certificates for the city dwellers,” Atiqul said.He made the statement while speaking at a webinar titled “Strengthening Dhaka City Corporation: the Role of Reserved Seat Councillors” organised by Bangladesh Mahila Parishad.
The Section 3 (3) of the gazette empowered general councillors to issue certificates, but it is absent in the subsections under Section 4 which deals with the responsibilities of reserved seat councillors.
Demanding equity for reserved seat councillors, Atiqul said curtailing the rights of reserved seat councillors does not look decent.
“I always try to maintain equity between general and reserved seat councillors while making financial allocation of the city corporation, but sometimes it is not possible due to the term ‘Reserved’.”
“A large number of cleaners of our city corporation are female. Considering their plight, I am bringing all cleaners under a pension scheme. This will help female workers improve their livelihood,” said Atiqul.
