Social safety net allowances to be disbursed thru’ MFS

The government is working to bring all social safety net beneficiaries under a digital allowance disbursement system through mobile financial services (MFS) by June this year, said Social Welfare Minister Nuruzzaman Ahmed.

“The process to digitalize allowance disbursement and open mobile banking accounts (of beneficiaries) is underway despite the ongoing lockdown restrictions,” he said at a meeting on Sunday as the chief guest.

The minister said the step was taken “to ensure that not a single beneficiary is left out.”

The meeting was organized to distribute laptops and printers among the field-level social service officers in all districts and upazilas across the country.

Prime Minister Sheikh Hasina inaugurated the electronic payment system as G2P (Government to Person) model for disbursement of the allowances in July 2018.

 Social Services Department Director General Sheikh Rafiqul Islam and Project Director (Additional Secretary) Khurshid Alam Chowdhury were also present at the meeting at the minister’s residence in the capital Dhaka.

 “A digital revolution is going on in the country under the leadership of Prime Minister Sheikh Hasina. Internet facilities have reached most of the people in the country,” said Nuruzzaman said.

He said, “The work is underway to digitalize the services of the social welfare ministry. Modern computer equipment will be provided in 634 social service offices at district and upazila levels to make the service more dynamic.”

Social Welfare Minister told the officials at levels that Prime Minister Sheikh Hasina's directive to distribute allowances to the beneficiaries through mobile banking through GTP system should be implemented 100 percent within the current financial year at any cost.

The minister directed the officials concerned to be vigilant so that no fake or dual beneficiary gets the allowance.

The Cash Transfer Modernization (CTM) project is being implemented with the financial assistance of the World Bank for the digitization of the allowance distribution programme of the ministry.
