Chinese, Russian vaccines to be produced in country

A Cabinet body on Wednesday approved in principle a proposal to produce Chinese Sinopharm and Russian Sputnik V Covid-19 vaccines in the country.

The approval came from a meeting of the Cabinet Committee on Economic Affairs held virtually with Finance Minister AHM Mustafa Kamal in the chair.

At an online briefing after the meeting, Kamal said the approval has been given to the proposal to produce the Chinese and Russian vaccines locally and at the same time, the government will pursue procurement of the jab from the Serum Institute of India with which Bangladesh signed a deal to purchase 3 crore doses of Oxford-AstraZeneca (Covishield) vaccine.

After the meeting, Additional Secretary of the Cabinet Division Dr Sahida Akter said the cost of the vaccine

production can be known after the proposal is placed before the Cabinet Committee on Government Purchase (CCGP).

The meeting also approved another proposal to procure RT-PCR test kits and PCR lab consumables under the Direct Procurement Method (DPM) through Central Medical Stores Depot (CMSD) under the Health Services Division.

The committee gave nod to a proposal to purchase health care equipment and medical equipment under DPM through the CMSD.

Later, a meeting of the CCGP was held with the finance minister in the chair.

It okayed five proposals, including one for a 15-year agreement between Bangladesh Power Development Board (BPDB) and Desh Power Ltd to set up 15 MW Heavy Fuel Oil-based power plant at a cost of Tk 13.97 billion.

Dr Sahida Akter said the CCGP also approved a variation proposal of the construction of 3rd and 4th dual gauge lines of Dhaka-Tongi section and dual gauge double line of Tongi-Joydevpur section implemented by Bangladesh Railway under the Ministry of Railways.

The committee approved additional Tk 160.3 million for increasing the tenure of the joint venture organisation -- Aarvee Associates Architects Engineers and Consultants Private Limited, India and Ayesa Ingenieria Y Arquitectura, India up to 36 months instead of 24 months, she added.

She said the committee also gave approval to another proposal involving Tk 673 million for the construction of Lot No. 1 under the “Construction of Narsingdi District Jail” project.

Noorani Construction Limited will implement the construction, the additional secretary added.

The committee also approved a proposal involving over Tk 1.24 billion for the construction work of the WD-1 package under the “Expansion of National Institute of Neuroscience and Hospital” project.

Wahid Construction Limited will implement the construction.

The CCGP okayed a cancellation proposal of Rajdhani Unnayan Kartripakkha (RAJUK) under the Public Works Ministry for constructing 104 buildings, each having 16 floors, under the “Construction of apartments for low and middle income people in Uttara Sector-16, Dhaka” project.
