Differently abled people to get allowance digitally

The government has planned to distribute allowance among differently abled people through mobile phone, following the government-to-person (G2P) model.

It will pave the way for the people with special needs to get the allowance directly.  

At present, the Ministry of Social Welfare distributes the social safety net allowances following the G2P model in four categories -- old age, widow, maternity and marginalised groups, State Minister for Social Welfare Ashraf Ali Khan Khasru told the Daily Sun.

“G2P model helps the authorities bring transparency in fund distribution using the mobile banking platforms. And the authorities’ plan to bring the model into distribution of allowance for the people with disabilities,” he said.

According to the Department of Social Service (DSS), currently, the number of beneficiaries of the four social security programmes is 8.85 million.

“It’s a matter of guardianship of differently abled people. In other segments, we follow biometric registration for distributing the fund. For a person with special need, there is a need for guardianship to distribute fund directly through mobile phone,” Khasru added.

Earlier in the second week of January, Prime Minister Sheikh Hasina inaugurated the digital distribution of social safety net allowances through mobile financial service providers.

The Ministry of Social Welfare in the current fiscal year has received allocation of Tk 43.17 billion to distribute among transgender people, bedes (gypsy), horijans, tea garden workers and patients suffering from cancer, kidney and liver diseases under social safety net programmes.

“Earlier, the fund remained idle in banks for five or six months, which was profitable for them (banks). But beneficiaries were deprived of getting the fund properly. The G2P model removes the barriers,” the state minister said.

The government has allocated Tk 955.74 billion in social safety net, which is 16.83 percent of total budget in the fiscal year 2020-21 and was Tk 818.65 billion in revised budget of FY 2019-20, according to the official data.
