ADP advances 4.48pc in 2 months

ADP implementation witnessed a momentum at the outset of the current fiscal year propelled by better local resource spending a bounce back in project aid utilisation.

The government’s Annual Development Programme (ADP) advanced 4.48 per cent in the first two months of FY20 with Tk 9,626 crore spending, latest official data suggest.

It was the second-highest performance in five years after FY18’s posting of 5.19 per cent during July-August months.

In the last fiscal year, first two months’ ADP progress was 3.49 per cent or Tk 6,318 crore, Implementation Monitoring and Evaluation Division figures showed.

Expenditure from ADP’s GoB segment rose to 5.43 per cent or Tk 7,114 crore from the allocation after two months, up from 3.29 per cent or Tk 3,719 crore spending one year ago.

Project assistance utilisation bounced back to 3.13 per cent with Tk 2,250 crore expenditure, which slipped to 2.77 per cent or Tk 1,664 crore a year earlier.

Meanwhile, self-financed projects of public corporations under ADP nosedived to 2.11 per cent as only Tk 262 crore was spent from this segment.

Corporations’ expenditure was 11.88 per cent or Tk 935 crore during the corresponding months one year ago.

The government announced Tk 2,15,114 crore ADP for the current fiscal year, including Tk 1,30,921 crore from GoB fund, Tk 71,800 crore from estimated project assistance and Tk 12,393 of public corporations. 

The top 15 ministries or division that fetched more than 81 per cent ADP money managed to post 4.73 per cent overall ADP performance as their aggregate expenditure stood at Tk 8,241 crore.

So far, power division was the best performer that posted 11.83 per cent ADP progress followed by 6.36 per cent posting of local government division and 5.45 per cent performance of bridges division tasked with Padma Bridge construction.

Road transport and Highways Division posted 3.39 per cent, science and ICT ministry 3.15 per cent and health services division 3.11 per cent progress in ADP implementation.
