Court orders seizure of NBR First Secy Faisal’s assets

A Dhaka court on Thursday ordered the confiscation of movable and immovable properties of National Board of Revenue (NBR) First Secretary (Tax) Kazi Abu Mahmud Faisal and people related to him.

The court of Senior Special Judge Mohammad As-Shams Jaglul Hossain asked authorities concerned to freeze Tk6.96 crore in 87 bank accounts of Faisal and 13 others and 15 saving certificates worth Tk2.55 crore belonging to him and six others.

In addition, orders have been given to seize the immovable assets of four persons including Faisal and his wife Afsana.

On Thursday, ACC Assistant Director and member of the investigation team Mustafiz appealed to the court to seize the properties of Faisal and people related to him.

Later ACC Public Prosecutor Mosharraf Hossain Kajal held the hearing. After the hearing, the court ordered the freezing of bank accounts, savings certificates and the seizure of immovable assets belonging to Faisal and parties related to him.

Apart from NBR First Secretary Kazi Abu Mahmud Faisal, those whose bank accounts have been blocked are – Sheikh Nasir Uddin, Mumtaz Begum, Roshan Ara Khatun, Ahmed Ali, Khandaker Hafizur Rahman, Farhana Afroz, Ashraf Ali Munir, Aftab Ali Tanir, Mahfuza Akhtar, Mainul Hasan, Afsana Jasmine, Mahmuda Hasan and Qazi Khalid Hasan.

It is said in the application that Faisal purchased a 5-decimal plot for Tk2.36 crore at Jalshiri Abashon Project. It was registered under the names of the NBR officer and his wife.

He sold the plot after the ACC launched an investigation. Sources said since the start of ACC investigation, the accused have been trying to sell his illegally amassed wealth.

Among the movable assets are two savings certificates totaling Tk50 lakh in Dutch Bangla Bank in the name of Kazi Abu Mahmud Faisal, four savings certificates totaling Tk50 lakh in the name of his wife Afsana Jasmin, two savings certificates of Tk30 lakh in the name of Aftab Ali, one savings certificate of Tk30 lakh in the name of Quazi Khalid Hasan, two savings certificates totaling Tk40 lakh in the name of Khandkar Hafizur Rahman, three savings certificates of Tk50 lakh in the name of Ahmed Ali, and one savings account with Tk5 lakh in the name of Mahmuda Hasan.

Apart from this, 10 katha of land and a 200 square-meter plot bought in the name of Afsana, immovable assets in Bhatara, Khilgaon and Rupganj in the name of Faisal, flat and 3,228 square-feet car parking space in the name of Ahmed Ali, and 10 kathas of land in the name of Mumtaz Begum were ordered to be seized.

Kazi Abu Mahmud Faisal joined as an assistant commissioner of taxes through the 24th BCS examination on 2 July 2005. He is currently serving as the first secretary (tax) of the National Board of Revenue.

The ACC has revealed that he earned a huge amount of illegal money through bribery, abuse of power and corruption since joining the service.

He acquired movable and immovable assets worth more than Tk16.41 crore in his name and in the name of persons related to him.
