Deputy Speaker Barrister Kayser Kamal on Sunday stressed the need for enacting a law to strengthen the parliamentary standing committees to ensure greater accountability and effective legislative oversight.
He made the remarks during a courtesy call by a high-level delegation from the United Nations Development Programme (UNDP) at his office in the Jatiya Sangsad (JS).
The UNDP delegation was led by Deputy Resident Representative Sonali Dayaratne and included Senior Governance Adviser Dragan Popovic, Senior Governance Specialist Tanveer Mahmud and Project Manager Mahmudul Hasan.
During the meeting, the two sides discussed issues relating to Bangladesh’s parliamentary democracy.
The deputy speaker said laws must keep pace with the changing needs of society.
“As society evolves, laws must also be updated to harmonise with changing social structures,” he said, adding that the government is giving the highest priority to the education and health sectors.
Kayser Kamal also welcomed a UNDP proposal to offer newly graduated individuals the opportunity to participate in parliamentary fellowship and internship programmes at the Jatiya Sangsad Library.
Referring to parliamentary development projects, he stressed the importance of ensuring efficient use of resources.
He said future parliamentary development projects should be carefully planned to avoid duplication with ongoing initiatives funded by the European Union (EU) and other international development partners.
The deputy speaker also sought UNDP’s technical and financial support for implementing a comprehensive e-parliament initiative.
He further endorsed a UNDP proposal to facilitate exchange programmes between members of parliament (MPs) of Bangladesh and Nepal to promote the sharing of legislative best practices.
