EU summons Russian chargé d'affaires after Moscow urges foreigners to leave Kyiv

The European Union's diplomatic service has summoned Russia's chargé d'affaires, the bloc's foreign policy spokesperson said on Tuesday after Russia said it intended to launch "systematic strikes" on targets in Kyiv and urged foreigners to leave.

Russia's "threat to foreign citizens & diplomats to leave Kyiv is an unacceptable escalation", spokesperson Anitta Hipper said in a post on social media platform X, adding that the European External Action Service has summoned the Russian chargé d'affaires and called on Moscow "to stop hitting civilians".

The EU's delegation is staying in Kyiv, the spokesperson added.
