The authorities concerned have addressed an issue with the online A Challan system after Daily Sun published a report on information seekers' difficulties in depositing the required access fee.
Previously, anyone attempting to deposit the fee would be directed to a training version of A Challan when searching for the system online. That same version still appears in search results, but it now carries a warning notice stating it is not applicable for public use.
In addition, a version of A Challan for public use has been shared separately. Information seekers who click on this link will be directed to the correct version of the system.
It is notable that the Right to Information Act 2009 makes provision for payment against documents containing the requested information. A Challan is maintained by the Finance Division under the Strengthening Public Financial Management Programme to Enable Service Delivery (SPFMS).
Speaking to Daily Sun on Wednesday evening, Information Commission Director (Administration, Finance and IT) AKM Azizul Huq said, “We will arrange for notices about the A Challan link and the change of economic code. Offices that are not aware of the change to the information access fee code will be informed.”
