Bangladesh’s SinoBangla Impact Network (SBIN) and Ecuador’s Corporación Autogobierno y Democracia Friedrich Hayek (CAD) have signed a memorandum of understanding (MoU) to establish a framework for institutional cooperation between South Asia and Latin America.
SBIN President Akib Irfan and CAD Director of Projects and International Relations Juan Diego Valdivieso Rowland signed the agreement on 24 September during their visit to Qufu Normal University in Qufu, Shandong Province, China.
The MoU aims to promote cooperation in policy dialogue, joint research, education, vocational training, youth leadership, technology and knowledge transfer, labour-market research and institutional networking.
Beginning with Bangladesh and Ecuador, the two organisations plan to explore broader cooperation across South Asia and Latin America, with potential engagement with partners in East and Southeast Asia, the Middle East, Africa and other regions.
Under the agreement, SBIN will facilitate engagement with relevant institutions and partners in Bangladesh and, where appropriate, across South Asia and Asia. CAD will support engagement with institutions and partners in Ecuador and the wider Latin American region.
The organisations will designate focal points and hold an initial planning meeting within 90 days to identify up to three pilot activities.
Potential initiatives include a South Asia–Latin America policy dialogue, a comparative research brief on technology and skills development, and preliminary mapping of academic, vocational and institutional partners.
The signing took place during an international academic gathering in Qufu, the birthplace of Confucius, bringing together participants from different countries and professional backgrounds.
Both organisations said stronger South-South cooperation could facilitate the exchange of development experiences, strengthen human capital and create new channels for institutional collaboration between Asia and Latin America.
The MoU provides a voluntary and non-binding framework for cooperation. Specific projects, financial commitments and implementation arrangements will be determined through subsequent agreements between the two organisations.
