The government is moving to make public procurement more competitive and strengthen protection for domestic industries, with the Cabinet approving a set of proposed reforms to the procurement rules.
The Cabinet gave in-principle and final approval to the draft Public Procurement (Amendment) Ordinance, 2026 at its 21st meeting at the Bangladesh Secretariat on Sunday, with Prime Minister Tarique Rahman in the chair, according to a Cabinet Division press release.
The proposed changes seek to increase competition in public procurement, strengthen provisions governing the management and administration of procurement contracts, and modernise procedures under the open tendering method.

The draft also proposes ratio-based evaluation of rated criteria for the procurement of goods, works and physical services to promote sustainable procurement, a concept widely practised internationally.
It includes provisions for using the limited tendering method to ensure equitable distribution of resources, clarifying rules on professional misconduct and introducing an alternative procurement arrangement for state emergencies.
The Implementation Monitoring and Evaluation Division placed the draft ordinance before the Cabinet.
The Cabinet gave final approval subject to vetting by the Legislative and Parliamentary Affairs Division.
