A Dhaka court on Thursday ordered the freezing of 83 bank accounts belonging to former Special Branch (SB) chief and former Additional Inspector General of Police Md Monirul Islam and his family members.

Acting Judge Ayesha Akhtar Mousumi of the Dhaka Metropolitan Senior Special Judge’s Court passed the order following an application by the Anti-Corruption Commission (ACC).

Earlier, ACC Deputy Director and inquiry team leader Mozammil Hossain filed the petition, which was sent to ACC Public Relations Officer Tanzir Ahmed.

The others whose bank accounts have been ordered frozen are Monirul Islam’s wife, Saila Farzana, a former additional secretary of the Ministry of Public Administration; his brother-in-law Rezaul Alam Shahin; and Shaheen’s wife, Sanjida Khankm Tumpa.

According to the application, Monirul Islam has Tk78.60 lakh and £3,978 in 11 accounts, while Saila Farzana has Tk8.02 lakh in five accounts. Shaheen has Tk10.60 crore in 40 accounts, while Tumpa has Tk8 crore in 27 accounts.

The ACC said they were attempting to transfer or otherwise dispose of these movable assets, which could cause substantial losses to the state.

In these circumstances, the commission applied to the court for an order to freeze the bank accounts of the accused.

The ACC application further stated that the accused were allegedly involved in embezzling Tk25 crore through collusion, taking control of the NGOs Kuwait Society for Relief and Sharjah Charity International by branding them as linked to militancy, and misappropriating funds.

They have also been accused of acquiring illegal assets in their own names and those of family members through irregularities, corruption, and abuse of power.

The commission said its preliminary inquiry had found information suggesting that Monirul Islam and his family members had acquired and possessed illegal assets through various corrupt practices.

Information had also emerged indicating that they owned illegal assets in Dhaka and other parts of Bangladesh.

According to records collected during the inquiry, numerous bank accounts were found in the names of the individuals concerned.

Preliminary information showed that the total balance in those accounts stood at Tk14.25 crore.

The ACC also stated that it had received information suggesting that they were attempting to withdraw the money and transfer it abroad.
