The Inter-Cadre Discrimination Elimination Council has called for the abolition of all types of quotas in recruitment to the Deputy Secretary (DS) pool to build a merit-based civil service in the interests of the state and the people.
Speakers made the demand at a programme held at the
auditorium of the Bangladesh Agricultural Research Council in the capital’s
Farmgate area on Saturday, marking the 46th anniversary of the Bangladesh Civil
Service.
They also called for greater emphasis on
sector-based ministries to ensure professionalism and urged the government to
establish an accountable and professional public service system while ensuring
equal facilities for all cadres.
Political leaders, former and serving members of the
Bangladesh Civil Service, and prominent people from different professions
attended the event.
The speakers supported the council’s demand for
establishing sector-based ministries, saying experienced and skilled officials
from the respective cadres should play a key role in each ministry to ensure
effective public service.
They alleged that members of the administration
cadre currently handle policymaking, planning and decision-making in different
sectors despite lacking expertise in those fields. They said this has hampered
the delivery of expected public services.
The speakers also expressed disappointment that
reform initiatives taken at different times had failed due to what they
described as non-cooperation from one particular cadre.
A book titled “Lal Fitaay Bondi Jonseba”, written by
former members of different cadres on administrative reform, was unveiled at
the programme.
Special guests included Jatiya Sangsad Standing
Committee on Shipping Ministry Chairman Zainul Abdin Farroque, BNP Chairman’s
Adviser Syed Moazzem Hossain Alal, and Agriculture Association of Bangladesh
(AAB) Convener Md Kamruzzaman Kaiser.
Former president of the BCS General Education
Association Prof Nasrin Begum chaired the event. Former additional chief
engineer Syed Mahfuz Ahmed and Convener of the anniversary celebration committee
Md Arif Hossain also spoke.
Inter-Cadre Discrimination Elimination Council
member Muhammad Mofizur Rahman delivered the welcome speech.
