The Ministry of Home Affairs has sent Dr Dulal Krishna Saha, chief chemical examiner of the Department of Narcotics Control (DNC), on compulsory retirement and dismissed Md Abdul Fattah, superintendent of Panchagarh District Jail, on charges of misconduct and embezzlement.
Separate circulars signed by the ministry’s Senior Secretary Manzur Morshed Chowdhury ordered concerned authorities to implement the prescribed disciplinary actions against the two on Sunday.
Dulal, who worked at the DNC’s Central Chemical Laboratory in Dhaka’s Gendaria, was sent on compulsory retirement under the Government Servants (discipline and appeal) Rules-2018.
The notification said he forged court summons and testimony certificates, and submitted false bills in order to draw government money.
Besides, his travel statements and bills carried three different signatures for traveller, controlling officer and certifier, yet the same chief chemical examiner’s seal.
He joined as chemical examiner on June 28, 2000, and remained at grade 6 until September 23, 2023.
Dulal had flown out of the country on government business more than 100 times in 23 years and claimed fares sans entitlement, with a preliminary DNC probe finding that about Tk3.16 lakh was irregularly drawn.

After the DNC sought disciplinary action against him on 19 October, 2025, a departmental case was filed on 13 November the same year over alleged misconduct and corruption.
However, the inquiry officer, who was appointed on 12 March, proved only the misconduct charge.
A second show-cause notice proposing compulsory retirement was then served on 20 June. Dulal subsequently issued his reply on 2 July, but the penalty stood.
Meanwhile, Abdul’s punishment came under a separate section of the government servants’ guideline.
He was superintendent of Panchagarh Jail from 17 January 2023 to 28 September 2024. But before his dismissal on Sunday, Abdul was reportedly serving at Kushtia District Jail while under temporary suspension.
A departmental audit found embezzlement and irregularities in the jail’s ration account. The three-member committee found 57 fake bills passed in 2023-24 and 2024-25 in the names of three contractors, Baba Mayer Doa, Noor Store and Shuvo Saw Mill, totalling roughly Tk1.3 crore.
He colluded with the district accounts officials and prison guard Zafar Mahmud Shakil, and deposited Tk40 lakh into Sonali Bank’s Panchagarh branch through nine challans.
Also, despite a low prisoner count, he submitted four demands on 26 June and 2 October in 2023, and 1 January and 8 August in 2024 for extra ration money.
Bypassing the superintendent and misusing his power, he had the guard, not the assistant, prepare, register and send the bills to the accounts office.
The Department of Prisons sought action on 8 September of 2025, with a departmental case being filed on 29 September that year for “misconduct” and “corruption”.
After a hearing on 7 January this year, the inquiry officer that was appointed on 19 January found that both charges were proved “beyond doubt”.
A second show-cause notice proposing dismissal was served on 16 June. Abdul replied on 5 July, but the penalty was upheld.
