The International Crimes Tribunal (ICT)-2 on Sunday formally framed charges against former Dhaka Metropolitan Police (DMP) commissioner Habibur Rahman and 10 others for International Crimes Tribunal against humanity.
The charges pertain to the killing of Imam Hasan Taim, a police officer’s son, in the capital’s Jatrabari area during the July mass uprising of 2024.
A three-member bench of the ICT-2, led by Chairman Justice Nazrul Islam Chowdhury, passed the order after dismissing discharge petitions filed by the accused.
The tribunal recorded the presence of two accused – former officer-in-charge (OC) of Jatrabari police station Abul Hasan and former sub-inspector (SI) Shahdat Ali – who are currently in custody.
The court has scheduled 29 March for the prosecution’s opening statement and the commencement of witness depositions.
Advocate Abul Hasan represented the detained duo, while state-appointed defence lawyers M Hasan Imam and Lokman Hawlader argued for the nine fugitives.
The fugitive accused include former DMP Commissioner Habibur Rahman, former Joint Commissioner Sudip Kumar Chakraborty, former Wari Zone DC Iqbal Hossain, ADC Shakil Mohammad Shamim, former Demra Zone ADC Md Masudur Rahman Monir, Assistant Commissioner Nahid Ferdous, former Jatrabari Inspector (Investigation) Zakir Hossain, Inspector (Operation) Ohidul Huq Mamun, and SI Sajjad Uz Zaman.

On 24 December 2025, the tribunal accepted the charges and issued arrest warrants against the 11 individuals.
Imam Hasan Taim, a second-year student at Adamjee Nagar Government College, was reportedly shot at point-blank range on 20 July 2024 near the Kajla footbridge. According to the prosecution, Taim was still alive when he was taken to Jatrabari Police Station, where he was allegedly tortured to death and his face disfigured.
The prosecution maintains the killing was carried out under the orders of senior DMP officials, including Habibur Rahman and Sudip Kumar Chakraborty. Taim’s father, Md Moynal Hossain Bhuiyan, is a serving Sub-Inspector at Rajarbagh Police Lines.
Jahajbari case: Notices for Hasina, 5 others
In a separate development, the ICT-1 on Sunday directed authorities to publish notices in two national dailies – one English and one Bangla – ordering six fugitives, including ousted prime minister Sheikh Hasina, to surrender.
The order was issued in connection with the 2016 “Jahajbari” case, involving the alleged extrajudicial killing of nine youths in Kalyanpur. The victims were reportedly portrayed as militants following a staged raid. The tribunal has adjourned the proceedings until 8 March.

Earlier, on 29 January, arrest warrants were issued against the six fugitives: Sheikh Hasina, former home minister Asaduzzaman Khan Kamal, and former high-ranking police officials Sheikh Muhammad Maruf Hasan, Monirul Islam, Krishna Podo Roy, and Abdul Baten.
Three other accused – former IGP AKM Shahidul Haque, former DMP commissioner Md Asaduzzaman Mia, and former assistant commissioner (Mirpur Zone) Md Jasim Uddin Molla – were shown arrested in the case on 24 March 2025.
The case statement alleges that SWAT and the Counter Terrorism and Transnational Crime (CTTC) unit detained the nine youths for months before transporting them to a building known as “Jahajbari”.
They were subsequently killed in a staged “block raid” and presented to the media as militants. ICT investigators found that many of the victims had been in police custody for two to three months prior to the incident.
