Recruitment of entry-level teachers in non-government educational institutions will continue to be conducted through the Non-Government Teachers’ Registration and Certification Authority (NTRCA), the Education Ministry has decided.
The ministry had earlier decided to scrap the system and allow institutions’ managing committees to recruit teachers directly.
The decision to retain the NTRCA system was taken at a meeting at the Education Ministry on Tuesday, chaired by Secondary and Higher Education Division Secretary Abdul Khaleque.
Under the retained system, candidates seeking appointment as lecturers or assistant teachers at non-government institutions will continue to be required to obtain registration certificates by passing preliminary, written and MCQ examinations.
NTRCA Chairman Alif Rudaba and other relevant officials attended the meeting. A circular on the decision is expected to be issued soon.
Governing body cannot sack teacher without board approval: High Court
A governing body of a non-government educational institution cannot dismiss or remove a teacher solely on its own decision, the High Court has ruled.
Before such disciplinary action can take effect, it must be examined and approved by the Appeal and Arbitration Committee of the relevant education board, the court said.
A dismissal decision taken by a governing body is not effective without the education board’s approval, it added.
The ruling was passed while disposing of a rule issued on a writ petition that had challenged an education board’s no-objection to the dismissal of a college teacher over allegations of misconduct.
The court delivered the ruling on 7 July, which was recently published in full.
