The Anti Corruption Commission (ACC) has identified 33 areas of corruption in different offices under the Ministry of Finance.
The graft watchdog revealed its findings in a report that was handed over to Finance Minister AHM Mustafa Kamal at his Sher-e-Bangla Nagar office on Monday.Other irregularities include bribing, harassment and procrastination, it said.
The ACC also came up with 21-point recommendations to rein in corruption at the offices under the Ministry of Finance.
“There is scope of graft in 33 areas of finance ministry where activities are related to service and procurement,” said Mozammel Haque Khan, the ACC commissioner, after handing over the report to Kamal.
As for instance, Khan said: “There is a scope of graft while providing pension to the needy. Scope of corruption is more in the offices where people visit in greater number.”
The report was prepared to bring about systematic reforms in government services so that bribes, graft, procrastination and public harassment come down, he informed.
The ACC commissioner hoped that the finance minister would take steps to curb corruption, saying: “We take pride in the honesty of the finance minister.”In reply, Kamal said: “We have pledged in our electoral manifesto for building a corruption-free country. We’ll extend support to the Prime Minister to this end.”
“We’ll prevent corruption in finance ministry in advance. We’re taking steps to curb corruption from top officials of my ministry to lower tier staff,” the minister added.
ACC formed 25 institutional teams in 2017 to rein in corruption in 25 institutions after identifying various problems.
They were tasked with inspecting these institutions and their existing laws, rules, operational method and analysing different aspects of public money plundering or misuse, these offices’ success, limitations or legal bindings in providing public services, find causes of graft and make recommendations to overcome those.
In view of these specific instructions, teams who inspected the offices of Biman Bangladesh Airlines and the Civil Aviation Authority submitted its report on March 03.
Meanwhile, reports on Vat and Excise and income tax department, the Directorate of Health were placed last year, the ACC commissioner informed.
