Govt to spend Tk 14,511cr to purchase power

The government is likely to allow extension of two rental power projects and construct a new power plant having combined capacity to generate 262MW of electricity.

 

“We submitted three proposals before the cabinet committee on public purchase last week to buy electricity worth Tk 14,511 crore from the plants,” an official said.

 

The consortium of Changzhou HuTang Coal Power Co. Ltd, China and Icon Enterprise Ltd will implement the oil-fired plant under build, own and operation (BOO) basis for 15 years period at Aricha in Manikganj district.

 

The consortium, under Independent Power Producer (IPP) mode, will supply the electricity at a cost of Tk 8.2868 a unit for the 15-year period.

The government is expected to purchase electricity worth Tk 14,112 crore from the firm over the period under the special power and energy enhancement act, 2015.

 

The sponsor is expected to start electricity generation from the plant within nine months after issuance of the Letter of Intent (LoI), official concerned said, adding that the consortium will pay US$ 200 for per megawatt of electricity as Liquidated Demurrage (LD) subject to their failure to generate power in time.

 

The consortium will also pay Bangladesh Power Development Board (BPDB) Tk 1.92 lakh for using its land.

 

On the other hand, the power division will also allow extension of two rental power projects at Kumargaon and Shahzibazar for two more years. The plants have combined capacity to generate 100MW of electricity.

 

Gas-fired 50MW Kumargaon power plant and 50MW Shahzibazar power plant will get two years extension.

 

The power division is expected to buy electricity at a cost of Tk 195 crore from the Energy Prima Ltd sponsored power plant. The government is hopeful of saving Tk 19.20 crore through latest negotiation.

 

Before third time extension, per unit electricity of the plant was Tk 2.8931 till July, 2017. Now per unit electricity tariff is Tk 2.6191.

 

On the other hand, 50MW Shahzibazar gas-fired plant may also get two years extension at a cost of Tk 2.7126 per unit. The government is expected to purchase Tk 204 crore electricity from the plant.
